The paper discussed was the draft introductory article for a special issue of the Journal of Common Market Studies. The issue was edited by Mai’a K. Davis Cross and Ireneusz Pawel Karolewski and was entitled 'Europe’s Parallel Foreign Policy: The Ukraine-Russia Crisis'.
Abstract
The aim of this paper is to explain the type(s) of power that the EU, on multiple dimensions and levels, has exerted in reaction to the Russia-Ukraine crisis. The approach developed here is intended to pave the way for new work that treats the EU as a serious actor on the international stage. This does not mean that the EU is necessarily successful overall, but that just like other actors, it uses different forms of power in different situations. This paper seeks to understand the EU’s influence in the world while recognizing its embeddedness in an unpredictable and uncertain international system. Does the external context or structure of the international system constrain or enable the EU’s exercise of power? And more specifically, to what extent has the Russia-Ukraine crisis serves as a critical juncture and catalyst for shaping the EU’s power?
