Lydia Tiede presents the paper Rule of Law Promotion in Times of De-Democratization at the Tuesday Seminar on 5 December 2023.

Abstract

How can democracy promoters embed the rule of law within a country during times of de-democratization? The paper offers a theory about the mechanisms for embedding rule of law requests from democracy promoters into recipient countries and evaluates it using Romania’s responses to European Commission requests found within its new rule of law reports. De jure compliance to EU-driven rule of law demands during times of de-democratization depend on socialization of domestic elites and the public to rule of law norms, a specific road map as to how to achieve them, and a conducive political context with support from NGOs and the public. Rule of law promotion in times of de-democratization is a lengthy and unstable process.
