The EU has developed a distinctive structure of legislative relations that shapes its ability to exercise democratic control and accountability of external relations.

The Common Foreign and Security Policy (CFSP), including security and defence policy, was singled out during the Lisbon process as areas where there is a particular need for 'debate' between national parliaments and the European Parliament, if to ensure legitimacy. The author discusses the study and practice of current day cooperation between parliaments of the European Union (EU), with a special emphasis on the role of parliaments in the field of EU diplomacy and external relations.
