Abstract:

In this article, we discuss different ways of measuring youth unemployment. The first that matters is whether unemployment is measured as a percentage of the labour force or of the relevant population. Second, it makes a difference whether youth who report schooling as their main activity are included among the unemployed. The Nordic countries are more alike and show up better in an international comparison when students are omitted from the unemployment figures. We conclude with a brief discussion of measures that are fit for purpose.
