The creation of meaningful contexts after war and organized violence - two case examples.

People who have been exposed to war and organized violence may have experienced a breakdown or a serious threat to their lives and meaning systems, affecting their self-regard, their family live and their role and position in the community. In situations of collective traumas, that is, when a large number within a community have been affected, the community itself may change in such a way that help and rehabilitation to those affected by violent experiences are greatly reduced.
What are the challenges in a community where part of the population have suffered violent experiences like war, persecution and other kinds of organized violence? In this paper two case examples will be presented. One is a post-war society burdened with poverty and violence, the other is a stable society receiving people as refugees after experiences of violence and upheaval. The first case to be discussed is experience from psychosocial work with war victims in Nicaragua. The second is based on experiences from psychosocial work with refugees in Norway.
The importance of developing a holistic approach will be described, aiming at combining different kinds of help. Integration or reintegration into society is discussed with special regard to traumatic experiences and the healing of trauma. The relationship between creating new meaningful contexts, developing new life projects and recovering after traumatic events will be explored, primarily based on the two case examples.

PSYCHOLOGICAL WORK IN A POST-WAR SOCIETY - RELEVANT EXPERIENCES IN A RESETTLEMENT CONTEXT.

A qualitative interview study was conducted among mental health professionals working with
victims of war and violence in Nicaragua. The main focus in the interviews were: descriptions
psychosocial services provided, strategies related to establishment of therapeutic contracts or
alliances and finally the reflections of the professionals regarding their work in a specific social,
cultural and political context. The majority of the professionals were affiliated to non-governmental
organizations, supported mainly by external institutions. Only few were linked to public services.
Twenty six professionals were interviewed. The interviews were analyzed according to methods
described for qualitative semi-structured interviews (Kvale, 1996). This presentation will outline
some of the main findings that seem relevant for work with refugees in a host society. These are primarily:
how the professionals position themselves in relation to the participants in the psychosocial projects, how
psychological help is presented and argued for, and finally how help is structured and combined with
other types of assistance.
The interviews show that the professionals positioned themselves as experts on mental health
and promoted their services very directly. They were explicit on moral issues, openly defining
their own positions on ethical and social questions.
An interesting part of the work described was the models of integrated assistance, where psychological
work was combined with training, workshops and practical help. A holistic, community oriented
approach dominated the psychosocial program described, and the professionals framed their work
and the goals within a social and political context (Montero, 1996). The main goal seemed to
be related to social reconstruction after war and massive destruction, and to the question of national
reconciliation. These overall goals were argued for as vital for healing both on an individual and a
community level.
The implications of this study for work both in communities under high stress and in a resettlement country
are explored and discussed (Hobfoll & deVries, 1995).

Show summary
The psychosocial effects of torture and other human rights violations may seem quite different in different kinds of contexts. Some characteristics of the exile situation are explored and briefly compared with other post-trauma situations. Some of the challenges congfronting refugees, as well as those confronting the care provider working with people in exile will be discussed. The main focus will be on the reconstruction of lives after experiences of destruction and uprootedness. The presentation will touch upon the many intervening factors between traumatic stress experiences and possible dysfunskotn and point to the consequentces this may have for our efdforts to devekop psycholosoicial services. A family and community oriented perspective will be drawn.

EUs Mottaksdirektiv stiller krav til hvordan sårbare asylsøkere identifiseres og håndteres i medlemslandene. I denne studien ser vi på hvordan disse oppgave utføres i Norge og seks EU-land. Med utgangspunkt i en komparativ europeisk studie gis det eksempler fra lovgivning og praksis i de til sammen syv landene.
Gjennomgangen viser at Norge ikke har en samlet helhetlig regulering av mottaksarbeidet på samme måte som medlemslandene. I stedet er arbeidet med asylsøkere i venteperioden regulert i en rekke skriv og retningslinjer. Den viser også at Norge ikke har en formalisert prosedyre for identifisering av sårbare personer med spesielle behov. I stedet behandles slike tilfeller når de oppdages. Dette kan true identifiseringen av sårbare individer, særlig i tilfeller der sårbarheten ikke er synlig.
En fordel med det norske systemet er at det er en åpen dør til identifisering og oppfølging gjennom hele asylprosessen. Spesielle behov kan bli rapportert og fulgt opp med tiltak på hvilket som helt tidspunkt i prosessen. Et annet positivt aspekt er at det er individet selv som kan avgjøre om sårbarhet eller spesielle behov skal avdekkes og rapporteres. På denne måten er vedkommende i kontroll over potensielle stigma (slik som seksuell preferanse). Problemene som drøftes er knyttet til manglende systematikk når det gjelder identifisering, dokumentasjon og oppfølging, i særdeleshet når det gjelder mennesker som har vært utsatt for tortur, men også når det gjelder andre sårbare grupper og individer. Prosedyrens ad hoc karakter drøftes.
Rapporten viser også til viktigheten av at det utvikles retningslinjer for innhenting av dokumentasjon knyttet til sårbarhet. Slik informasjon kan være avjgørende for asylsaken og for å sikre riktig oppfølging og behandling.
