Abstract
There is now a vast literature on both the concept and ongoing existence of infrastructure, which includes analyses of, amongst other things, infrastructure’s visibility and invisibility, its breakdown and repair, and its materiality. But there has been surprisingly less attention to the concept of the project and to the development of projects that are expected to lead to the construction of infrastructure in the first place. This paper dwells on the idea of the project, as both an organisational form (an assemblage of organisations, finance, and materials) and an orientation towards the future (a projection). I offer some more general conclusions about projects through a discussion of the development of hydropower projects in the South Caucasus that are themselves understood as contributions to a wider project of transition.
